Mobilizing Bias in Internet Governance

Abstract

The Internet forms a border-crossing, more or less global network that doesn't belong to anyone. In light of its specific "distributed" architecture, it is by no means obvious how the Internet should be governed and by whom. Indeed, the legitimacy of the current governance model has been under discussion for more than a decade and to this day, its various components remain in a state of flux. The latest organizational experiment has been the creation of the Internet Governance Forum in 2006, a temporary venue under the auspices of the United Nations that aims to assemble a broad diversity of actors with a stake in the development of the Internet. The Internet Governance Forum with its emphasis on soft tools such as facilitating discourse and exchange of information seems emblematic for a new type of transnational regulation. Based on an account of how this model works in practice, I will offer some thoughts on its political impact. What does this mode of governance enable, what does it exclude?

Bio

Jeanette Hofmann studierte Politikwissenschaften an der Freien Universität Berlin, wo sie 1992 mit einer Arbeit über "Implizite Theorien in der Politik. Interpretationsprobleme regionaler Technologiepolitik" promovierte. Sie war von 1993 bis 1995 wissenschaftliche Mitarbeiterin im Fachbereich für Informatik an der Freien Universität Berlin. Seit 2000 ist sie Leiterin des Verbundprojektes "Internet und Medien" im Wissenschaftszentrum Berlin für Sozialforschung, bei dem sie seit 2004 auch als wissenschaftliche Mitarbeiterin in der Abteilung Innovation und Organisation arbeitet. Im Oktober 2007 hat sie einen dreijährigen Forschungsaufenthalt an der London School of Economics and Political Science begonnen.
